From 5 October 2026, domestic haulage and cabotage in Spain require an electronic control document (DeCA). It affects every one of your vehicles — including foreign hauliers running cabotage there. MovingCert issues it for the entire fleet, with a verification QR code and no per-document fee.

What the DeCA is and who it applies to

The DeCA is the control document that must accompany domestic and cabotage haulage in Spain from 5 October 2026. It is not only for international operators: it applies to every haulage company operating in Spain, whether established there or running cabotage from another Member State. It may be issued electronically and must be presentable at a roadside check.

Is the DeCA mandatory for my haulage company?

Yes, if you run domestic haulage or cabotage in Spain: it is mandatory from 5 October 2026 for every affected vehicle, not only for international transport. It applies to non-Spanish hauliers running cabotage in Spain too.

Does MovingCert charge for each DeCA issued?

Can an e-CMR serve as a DeCA?

Yes. An e-CMR containing all the required data also serves as the control document (DeCA) for the domestic leg. MovingCert issues both.

Through a QR code that downloads the sealed document directly, with no credentials, ready to show the enforcement officer.

What if I subcontract transport to other hauliers?

With the Partner Portal (Enterprise plans), each subcontractor signs in with their own credentials and issues the DeCA for the shipments you assign them, using their own fleet and signing in their own name. The document is produced by whoever actually carries out the transport, without the subcontractor accessing the rest of your account.
